It has a textual history worth knowing. He wrote it around 1604-1606, very young, on commission from the Dutch East India Company, which had seized a Portuguese ship and needed the act justified. He never published it: he brought out only one chapter, in 1609 and unsigned, which is the Mare Liberum on the freedom of the seas. The rest stayed among his papers and was unknown until the manuscript turned up at auction in 1864. This Latin edition dates from shortly afterwards.
